I'm having trouble seeing a difference between option 2 and 3, but I guess option 3 is the closest to me. I have nothing against RP but frankly, I suck at it. My characters always end up having the same personality as me.

I've played in militaristic authoritarian cities in previous IRE games and they -always- attract players. In fact, they are often the most interesting and the most atmospheric civ to play in. See Mhaldor, see Magnagora, see Sar-Sargoth. None of them…
