In my opinion they should have just made safe space be the stations and adjacent sectors, barring homeworld stations in raid/war, and entering a homeworld station sector and attacking instantly flagged you as lawless for X period of time.

Various Beast and Nanoseer combos, certainly not all of the possibilities, but enough to show that Time To Kill is almost the same.
Are some kills faster than others? Sure, though not by much. You are arguing over a couple sec…I bashed faster as a Nanoseer than a Beast.
Also Freeze is a levelled affliction so the more stacks of it the longer it takes them to cure it off. I have had mobs at L3 freeze.
Delay Multistrike, Freeze till Mutistrike starts, …I don't mind the XP gain, the biggest issue right now, and will clear up as time goes on, is you have 20 people bashing an area meant for 1 - 2. Quest XP should be greater though IMO.the terms are pretty simple
