Lore Question: Kith Sensitivity

Looking at the classes, some are Kith users and some are not.  Lore-wise, why do only some people have the ability to use Kith?  The nanoseer page mentions that the Iriil tattoos help focus the kith energy into something usable.  Can anyone with the right training and study plus the Iriil tattoos control kith?  Or is it an innate ability that few are born with and they learn to control it through the use of the tattoos? @Tecton can you shed some light on this for me?

    Some people can use kith, some can't. Sometimes kith-use may manifest later in life. Sometimes it may disappear. Some races are more amenable to kith use, some, like the Bushraki, have absolutely no command over kith. I've got a solid (heh, well, you know, solid as in sci-fi or fantasy type 'solid') reason for why that's the case with Bushraki, but I don't intend to reveal that for years. Gotta have mysteries and some things are better not explained! See midichlorians....
