I'm not sure drops are a reliable indicator of mob level. I've seen rats and robots drop gear out of level range. Whether that's intended as a function of drop RNG tables or a bug, I'm uncertain.

Does the number of stat points gained per level increase as you level? I've never seen 7 stat points at once (5, with the occasional 6), though I'm not exactly racing to get through levels.

I found her before the killing happened, but only two of three joints dropped for me. I had to leave without completing the quest.
