Last I recall was retirement credits will be allowed, just not on day 1, and when they are allowed then they would allow it for all characters (for a limited time) so you don't need to be concerned about investing credits from the start.

By extension I believe this is one of the things that keeps me coming back too. I focus a lot on Combat but because Achaea has this foundation of arts and academia it continues to bring me back.
